Minneapolis Man Charged with Possessing 2 Grams of Heroin

Police say Kyle Alan Owen had 2 grams of heroin in his car when he was stopped March 16 in Mendota Heights.

A Minneapolis man has been charged with felony drug possession after police say they stopped him in Mendota Heights last week and found heroin in his car.

Kyle Alan Owen, 50, who lives in the 3100 block of East Calhoun Parkway, is charged with felony fifth-degree drug possession, which carries a maximum penalty of 10 years in prison and a $20,000 fine.

According to the criminal complaint, a Mendota Heights officer was on patrol just after midnight on March 16 when he saw a car driven by Owen start to exit northbound on Dodd Road. The car didn’t make the turn and instead went across all lanes of traffic on Dodd Road, then turned and faced south on Dodd Road at Highway 110 with its flashers on.

The officer identified the driver as Owen and determined that his driver’s license was suspended. He also saw Owen and his female passenger making “furtive movements” in the car, according to the complaint.

The officer searched the car and found several used syringes in the driver’s door. In a small silver container attached to Owen’s keychain, the officer found two small balls, one pink and one yellow, wrapped in latex.

The officer asked Owen what was in the balls, and Owen replied, “Heroin,” according to the complaint. The officer found more syringes in the car, along with a small amount of marijuana and a pipe in the center console, the complaint says.

One of the syringes, filled with heroin, was found in Owen’s backpack, according to the complaint.

Subsequent tests on the drugs determined that they were 2 grams of heroin, the complaint charges.

Owen’s criminal history includes a conviction for fifth-degree drug possession in 1997, for which he served five years’ probation.
