Rybak is holding on his stadium plan Tuesday night at the Nokomis Community Center. Opponents of his plan say it violates the city charter's requirement for a referendum on any city contribution to a stadium exceeding $10 million. that his plan uses to fund a local contribution to the stadium is not actually city dollars, because the state authorized the taxes and tightly controls what the money is used for.

Southwest's Councilmembers Elizabeth Glidden (Ward 8) and Betsy Hodges (Ward 13) are helping lead the charge against public financing for a stadium, while its Councilmembers John Quincy (Ward 11) and Meg Tuthill (Ward 10) have declared their support.
