Crews Begin on Phase 2: Nicollet Avenue Reconstruction Update

Crews are working for the second construction season to finish the project.

Thomas and Son crews have begun to work on the second phase of the Nicollet Avenue reconstruction project area, beginning pavement removal this week.

This year's project has been split into two project phases: the first between 36th and north of 38th and the second between 38th to 40th streets. Much of the work on the first phase has been completed.

Here's a look at what's next for the crews:

  • Next week crews will continue with pavement removals and sewer work in the Phase 2 area. Thomas and Sons expects to work on June 29. On July 5 Thomas and Sons will likely not be working.
  • Phase 1 sidewalks should be mostly completed by the end of this week. There will still be one layer of asphalt remaining to be placed in the Phase 1 area. The Phase 1 area is open for traffic, however some work on the sidewalk and boulevard areas does remain, so there are parking restrictions.
  • Minneapolis Water has been setting up temporary water lines in the Phase 2 area. Temporary water hook-ups are expected to start the week of July 8. Cleaning and lining of the water main is anticipated to occur in mid-July for that segment. More information will be shared as it’s available.
The following is additional information from Minneapolis Department Public Works:

CenturyLink will continue with the installation of a spare duct line, next to their existing ducts, for future use in the project area. More information will be shared as it’s available.

Trees will be planted starting this fall for the Nicollet Ave project. Some of the varieties to be planted include: Maple, Hackberry, White Oak, Elm, and Linden.

"Open for business" signage

Businesses in the project area are allowed to place "Open for business" signs on their buildings or property without the requirement of permit.

Small Business financing programs

The City of Minneapolis offers a wide array of financial programs for small business support in an effort to help businesses develop and succeed throughout the city. The financing tool that Nicollet Avenue businesses may find most helpful during construction is the working capital guaranty program, where the City guarantees a portion of working capital financing. Businesses considering capital improvements before or after construction may be interested in the following.

Two-Percent Loans provide below-market rate financing to small Minneapolis businesses (retail, service or light manufacturing) to purchase equipment and/or to make building improvements. A private lender provides half the loan at market rate and the City provides the rest, up to $50,000 at 2 percent interest. The private lender, often the business' usual bank, underwrites and services the loan. 

Energy Efficiency Loan Program - provides financing in partnership with the Center for Energy and Environment (CEE) for businesses making energy retrofits and energy efficiency improvements for commercial and industrial properties. These loans are less than $75,000 and are paired with Xcel and Centerpoint Energy rebates. When the loan is repaid - typically in under three years - the energy cost savings reduce business operating expenses.

About the Project

Nicollet Avenue was originally constructed in 1954 and an asphalt overlay was done in 1977. The first phase of the reconstruction project was completed at the end of the 2012 construction season, and focused on the area between Lake and 36th streets. The second and final phase will revamp Nicollet from 36th Street to 40th Street.
