State Sen. Linda Berglin (DFL-Minneapolis) told Republicans who voiced concerns that Gov. Mark Dayton's appointed commissioners weren't negotiating openly enough with Republicans that a "global framework" first needs to be agreed upon by legislative leadership and the governor.

In the meeting of the Legislative Commission on Planning and Fiscal Policy Thursday, Berglin also noted that during former Gov. Tim Pawlenty's tenure, commissioners would refuse to give information or fiscal notes to the then-Democratic legislature.
